It sdhould saw somewher that MRS acts as the fudicary for Michigan in carrying out the SPIL. It reades more a an apendix to the SPIL. Section 1.5 I think you need to add something like: The SILC as an independent Govenors apointed council is in a position to serve as an inportant source for information relevant to indepoendent living in Michigan. 1. The SILc shal serve as an information resource in an advisory role, and work closely with the Govenors Office regarding independent living and disability issues. 2. The SILC serves as an information resource for both the Senate and House on independent living and disability related issues as requested 3. SILC will work with re.evant state agenciers to assure that program designed to further independent living complement existing programs and continue to further the philosophy of independent living. 4. SILC staff and council members represent IL concerns and present relevant issues on national and statewide taskforces, sgeering committees, and at meetings and conferances. 5. SILC will work with Michigan's CILs and Disability Network Michigan to identify problems with require creative solutions including resource development, data collection and other kssues that concern CILs in Michigan I feel ther is a need to look at your plan and sumerize the CORE VALUES and CORE STRATGIES contained in the plan and make those a public doccument. There needs to be a goal to: Develop and strengthen the Independent Living Network in Michigan Objectives could/should include: 1. CILs and SILc will seek to increase/ or a least maintain stablized funding with an emphasis on services to individuals of traditionally underrepresented populations , through coordination with other orginizations with similar goals. MRS will provide core funding, training and technical assistance for the purpose of strengthing the current network of cil. 2. Funds need to be specifically allocated for technical assistance in acordance to annual reporting and information secured from SILC public forums/public comment sessions; and other identified issues related to statewide independent living barriers as identified by SILC and/or the Common Disability Agenda 3. Through the three years of the plan, MRS will 0provide ongoing compliance monitoring; grant administration, training and technical assistance and compliance review for all 15 CIL's not receiving a federal review. 4. Part of the activities which are currently on the planning table are really a carry over from the current SPIL and are in various stages of implementation. We are down to 4 goals with one overriding objective. The other two goals are smaller in nature. Right now the writing team is pleased with the current construction of the goals and objectives. The team has also been requested via public comment on adding youth transition and de-institutionalization so they are not lost during this three year period. Yes, we really do feel we can make progress on all these goals and objectives. It seems to me we'd have a much simpler SPIL if we only had three goals with specific objectives, and then a fourth, broader one, authorizing us to work on on an umbrella of other issues as part of the three major ones, to enhance IL services throughout Michigan.
