In the next SPIL we will refer to our reference pieces as source documents. Partners need to develop content for the SPIL on how to update our source documents. SILC is requesting assistance and wording on making this changeover.

SPIL Development
The State Plan for Independent Living (SPIL) is the document required for ongoing funding of the Independent Living Program within a state. Additionally, it is the legal blueprint for statewide funding decisions made throughout the cycle of the SPIL.
The following forms are presented to guide us in focusing on outcomes we want to achieve, placing positive changes we want to see in Michigan’s IL Program.
There are three steps in developing our outcomes – focused SPIL.
- Decide what you want to achieve in the next three years.
(This involves) Mission, Goals, and Objectives, not just a long list but how different desired outcomes relate to each other. – Which needs to be achieved first, which ones need to work together.
2. Turn generalities into specifics.
- Create a measurable indicator for each objective.
- Clarify the geographic scope of our hopes.
- Set an appropriate target performance level.
- Decide a timetable for achieving different levels of progress
3. Develop action strategy to achieve each objective.
- What activities will need to be conducted?
- Who will take the lead on each activity?
- Who will be the support partners?
- What resources will be made available?

Welcome to the planning site for the Michigan State Plan for Independent Living which will begin in 2011 and last through 2013. This site is an attempt to solicit greater input and provide transparency on the process utilized to create the plan.
The document describes Michigan’s State Independent Living Services / Centers for Independent Living (SILS/CIL) program and outlines plans for Fiscal Years (FYs) 2011-2013. It will be jointly developed by the State Plan for Independent Living (SPIL) Partners, in consultation with CILs, their association (DN/M), and other partners.
The SPIL Partners include the Statewide Independent Living Council (SILC) and the two Designated State Units – Michigan Rehabilitation Services (MRS) and the Michigan Commission for the Blind (MCB). As developed by the SPIL Partners, the SPIL sets the values, principles, and policy framework for the state’s SILS/CIL program. The SPIL partners, in consultation with Michigan’s 15 CILs, their association (DN/M), and other IL partners, provide ongoing direction for implementation of the SPIL and operation of the program.
You may follow the progress of the SPIL Creation in the following ways.
